Julie A. Moore is president of Employment Practices Group, a legal and Human Resources consulting firm that she founded in 1998. She has practiced law for 33 years and is a frequent author, speaker, counselor, and trainer on workplace issues.

Julie works with employers on best practices of Human Resources management — focusing on risk management rather than litigation — and is called upon nationwide as an expert witness in employment litigation matters.

Independent Investigator

The majority of Julie’s work is as an independent factfinder. She conducts prompt, thorough, and impartial workplace investigations into all forms of misconduct — including harassment, discrimination, retaliation, bullying, ethics and code of conduct issues, and other misconduct or possible policy violations. She has conducted hundreds of investigations and also advises employers as legal counsel on matters handled internally.

Julie assisted with the last revision of AWI’s Guiding Principles on Workplace Investigations and is committed to the impartial, thorough process they describe.

Training & Education

Julie delivers in-house seminars for employers and speaks at employment/HR programs offered by the American Bar Association, the Association of Workplace Investigators, various local and regional SHRM chapters, the National Labor & Employment Symposium, the New Hampshire Bar Association, the Massachusetts Bar Association, the Massachusetts Employment Lawyers Association, Lorman Education Services, and the National Business Institute, among others.

She is a certified MCAD trainer for conducting investigations, sexual harassment, and unlawful harassment prevention — and was a member of the 2008 MCAD faculty for the two-day Discrimination Prevention Training Program. She has also served as a faculty member and materials developer for the AWI Training Institute.

Legal Counsel & Policy Development for Employers

Julie works with employers on best practices of Human Resources management, consistent with the law and industry standards. She focuses on risk management rather than litigation. Julie drafts policies, procedures, and handbooks; handles matters before state and federal administrative agencies; and counsels employers on performance management, handling complaints, investigations, harassment, discrimination, ADA, FMLA, terminations, restrictive covenants, and other workplace issues. She routinely drafts separation and severance agreements.

Julie is often retained by individuals on workplace matters involving performance issues, disability accommodation, non-competition and restrictive covenant agreements, harassment and discrimination, retaliation, and separation from employment. She regularly reviews separation and severance agreements. She helps individuals with various issues and works to negotiate positive outcomes through effective communication and, at times, mediation. She also represents individuals at state and federal administrative agencies.

Expert Witness Testimony

Julie has been retained as an expert witness by employers and employees in litigation matters across Massachusetts, Connecticut, New Hampshire, Maine, Pennsylvania, Mississippi, West Virginia, Missouri, Minnesota, Illinois, and elsewhere throughout the country on workplace investigations, preventative measures related to sexual and unlawful harassment, treatment of employees with disabilities under the ADA, terminations and disciplinary matters, reductions in force, hiring and retention, and other Human Resources issues.

Notable Testimony & Verdicts

Haddad v. Wal-Mart — $2 Million Verdict (2007, Massachusetts)

Julie testified as an expert for the plaintiff in a gender discrimination trial against Wal-Mart in Berkshire County Superior Court (Agostini, J.). The verdict gained international attention; Julie’s role was highlighted in BusinessWeek and Massachusetts Lawyers Weekly. The Massachusetts Supreme Judicial Court upheld the verdict in October 2009 — Julie’s testimony was never challenged on appeal.

$7.3 Million Record Verdict (2010, Maine)

In a trial in the Business and Consumer Court in Cumberland County, Maine, Julie was retained by the former president of a company accused of sexual harassment. She testified about industry standards for conducting an internal investigation. The jury awarded a record $7.3 million in favor of the former company president.

$480,000 Verdict — Wrongful Termination (2005, New Hampshire)

Julie testified in a trial involving claims of wrongful termination, discrimination, and retaliation in violation of N.H. RSA 354-A in Hillsborough County Superior Court (Conboy, J.).

$500,000 FINRA Arbitration Award (December 2023, Boston)

Julie testified in an arbitration in Boston about an employer’s failure to conduct a reasonable investigation into alleged misconduct and policy violations in financial services. The FINRA panel found that a flawed investigation led to the wrongful termination of the Claimant.

Six-Figure Sexual Harassment Verdict (2013, New Hampshire)

Julie testified in a December 2013 trial on sexual harassment. The jury returned a six-figure verdict, including a $60,000 punitive award against the employer for failing to maintain appropriate policies, train its employees, or respond properly to workplace harassment through an impartial investigation.

Julie is an excellent witness with a proven track record of reliable and convincing courtroom testimony.

Independent Consultant — U.S. DOJ Consent Decree

In 2023, Julie was appointed by the United States Department of Justice as an independent consultant in a litigation matter in Pennsylvania. She and her EPG team were tasked with:

Providing one-on-one sensitivity training to the individual defendant named in several sexual harassment lawsuits.
Conducting a climate survey for over 600 employees and reporting on the findings.
Drafting new workplace policies relating to sexual harassment, unlawful harassment, and retaliation.
Preparing a detailed procedure on conducting investigations.
Preparing materials and conducting harassment prevention training for all employees and management.
Preparing materials and conducting training on conducting workplace investigations.

Independent Consultant to the EEOC

Julie has worked with the federal Equal Employment Opportunity Commission on discrimination and harassment cases. In 2005, she was retained, with the EEOC’s approval, as an Independent Consultant to a large employer pursuant to the terms of a Consent Decree. She reviewed and re-drafted policies on harassment, discrimination, and retaliation; drafted new workplace policies and procedures on internal complaints, management’s responsibilities upon receipt of a complaint, and conducting investigations; and conducted company-wide training for managers and non-supervisory personnel.

She was designated as part of the company’s internal complaint procedure for four years and reported quarterly to the EEOC on the company’s compliance with the Consent Decree through the end of 2008. In May 2016, Julie testified as a fact witness in New Hampshire federal court about this work.

In 2006, she was again retained to work with the EEOC and an employer, conducting training for all employees and managers on discrimination laws, lawful hiring, and the Americans with Disabilities Act, and creating policies on record retention and equal employment opportunity.

Approved as a Neutral by the MCAD

In 2014, the Massachusetts Commission Against Discrimination approved the appointment of Julie as a Neutral in a settlement agreement between two parties. As a Neutral, Julie was appointed to investigate complaints by females alleging gender discrimination or retaliation in the particular workplace.

Speaking Engagements

Julie’s speaking engagements span national audiences. She has presented at the American Bar Association Labor and Employment conferences; the Association of Workplace Investigators’ annual conferences in California and Colorado as well as webinars; the National CLE Conference in Vail, Aspen, and Snowmass; the AICPA Women’s Global Leadership Summit in New York; and the National Labor & Employment Symposium in Park City and Steamboat Springs. She has been a faculty member for the New Hampshire Bar Association’s Practical Skills course from 2009 to 2021, speaking on employment law to every new class admitted to the New Hampshire bar.

Since founding Employment Practices Group in 1998, Julie has been a prolific author on workplace law and investigations. Her writing has appeared in national magazines including Fortune, peer-reviewed journals including the AWI Journal, and regional bar publications including New Hampshire Bar News. Educational Background & Experience

Though Julie does not maintain a litigation practice, her background as a litigator gives her an understanding and appreciation of the legal risks associated with workplace issues that can lead to court action. Prior to founding Employment Practices Group in 1998, Julie practiced employment litigation in Boston from 1995–1998 at Jackson Lewis, a national law firm specializing in management-related employment issues. She also gained extensive experience at Devine Millimet, one of the largest law firms in northern New England, from 1992–1995 in its Manchester office, defending companies and individuals in employment, personal injury, and insurance coverage litigation.

Awards & Honors

In 2013, Julie was nominated by her peers and inducted as a Fellow of the College of Labor and Employment Lawyers. Fellows are elected only after rigorous screening, with induction limited to labor and employment attorneys who have proven the highest professional qualifications, ethical standards, character, integrity, professional expertise, and leadership — along with significant scholarship, teaching, lecturing, and distinguished published writings on labor and employment law.

From 2010 to 2026, Julie has been named a Massachusetts Super Lawyer. Super Lawyers rates outstanding lawyers who have attained a high degree of peer recognition and professional achievement. Super Lawyers selects only 5% of attorneys to the Super Lawyers list each year.

In 2011, Julie received the Daniel J. Griffiths Award for Outstanding Leadership from the Greater Merrimack Valley Human Resources Association (a SHRM chapter) for her “outstanding leadership, dedication, and pursuit of excellence.”

Julie was named to the 2011 Natick High School Wall of Achievement, which honors alumni for exceptional achievements and significant contributions to work, home, community, or volunteer efforts. Outside the Practice

Julie is an avid runner who has completed 70 marathons (and counting), including 27 Boston Marathons. In April 2010, she successfully completed the “Boston 2 Big Sur Challenge” — running the Boston Marathon and Big Sur Marathon in California six days apart — a feat she repeated in 2011, 2012, 2014, 2015, and 2018. She also completed the inaugural Fenway Park Marathon in September 2018, running 116 laps around the warning track of America’s most beloved ballpark. In addition to running, Julie enjoys skiing, kayaking, travel, Broadway across America plays, the Boston Speaker Series, and a plethora of other athletic, educational, and stimulating activities and adventures. She also serves on the board of the Greater Merrimack Valley Human Resources Association (a SHRM chapter) and has been a board member of WE CAN since 2019.
